Martha Taylor, Chair, called the meeting to order at 8:19 a.m.
GOAL AND PHASES OF THE PROJECT
GOAL: To design and build a public safety complex for the Town of Newbury that will house the Newbury Police Department, Newbury Fire/Protection 2 and Emergency Management with space and resources to accommodate both agencies’ needs for the next 50 years while renovating the existing Town Hall building to better accommodate Town Hall services.

MEETING MINUTES
Motion: Action on the minutes of December 4, 2013 and January 8, 2014 was deferred until the next meeting.
BOARD OF FIRE ENGINEERS/FIRE COMPANY CONCERNS
- M. Taylor will attend the next Board of Fire Engineers meeting, scheduled for January 23 in Byfield.
K. Grant said that Protection #2 had no concerns to pass on to the Committee.
OLD BUSINESS / PENDING ACTION ITEMS
- Negotiations: T. Blais reported that the completion of negotiations is still pending and noted that timing is getting to be urgent – an agreement must be reached by the end of the month, since the budget must be voted on by the end of February. K. Grant said that MINCO’s appraisal report is to be submitted within five days and confirmed that Protection #2 is still on board with the project.
- Program: E. Donnelly said that he wanted to make sure that a small community room has been included in the program. The Committee noted that there is space that can serve that purpose.
- Project Costs/Budget – FF & E: The final FF & E lists for shared spaces and the Police Department are complete. Shared spaces will be checked to make sure all have been included.
- Public Outreach/Next Steps: The presentation on the Public Safety Complex has been made to the Planning Board, which expressed its support for the project. The presentation will be made to the Department Heads at the Monthly Managers Meeting and to the Finance Committee and the Capital Planning Committee later in the month. T. Blais will contact local news media (The Daily News, The Current, The Town Common) for coverage of the project and the PTA for outreach. M. Taylor will contact Martie Joe regarding the possibility of making a presentation to the Council on Aging. The Committee also discussed holding a public forum and arranging for a video tour and/or a live tour of the Police and Fire facilities.

On a motion made by T. Blais and seconded by J. Lucey, the meeting was adjourned at 9:01.
